Introduction to CCIIP

China Council for International Investment Promotion (CCIIP) is a national non-profit organization responsible for promoting China¡®s inward and outward investment in line with China¡®s economic strategies, with a view to advancing economic development and social progress. Founded by the State Council, CCIIP reports to the Ministry of Commerce.The objectives of CCIIP is to synergize nationwide resources and capacities in investment promotion, and provide a unified platform for China¡®s investment promotion; to enable effective implementation of regional economic integration arrangements in line with the Government¡®s overall investment promotion strategies; to assist governments at all levelsin improving the investment environment, public image and FDI quality; to develop diversified investment promotion products, and provide efficient service to foreign investors in China; and to facilitate Chinese enterprises investingoverseas and participate in international economic and technical cooperation projects.

CCIIP¡¯establishment is approved by the Ministry of Civil Affairs in January, 2006, with registration number 4718.

Supported by the government and facing the market, oriented towards and serving the enterprises, CCIIP takes ¡°Thoughts Leading to Solutions, Actions Leading to Achievements¡± as the motto. It sticks to two major working ideas, namely, renovation and service, so as to pursue a long-term development.

CCIIP has a professional working group, a consultant group composed of prestigious experts in investment promotion, five secondary branches and a growing membership. The council has established strategic cooperative partnership with many international organizations, associations, and investment promotion agencies. With excellent creative, coordinative and implementive ability and resources from both home and abroad, CCIIP has become an energetic and promising power in China¡¯s investment promotion field.

Organizational Structure of CCIIP

Advisory Committee

The Advisory Committee shall be composed of the heads of international organizations and eminent Chinese and foreign experts, the local government officials of provinces, autonomous regions and municipalities. The committee shall convene an annual roundtable in China to review recent developments in global investment trends and policies, analyze emerging and topical issues related to China¡®s inward and outward investment, and propose ideas, initiatives and pragmatic solutions for the Chinese Government and the Council.

Secondary Branch Institutes of Non-independent Legal Entities

The Federation of Investment Promotion Agencies of China (FIPAC), the China-Brazil Business Council, the China-Chile Business Council, China Sourcing Working Committee, and Investment and Financing Committee (which are secondary non-independent legal entities) are affiliates of the CCIIP. The operations of these entities are carried out by their respective secretariats. Their work is, however, coordinated by the Secretariat of the Council under the supervision of the relevant departments of MOFCOM. The members of each branch pay membership fees according to the relevant regulation and participate in the work and activities of the branch as well as the council.

Membership of the Council

*IPAs recognized by the administrative authorities of provinces, autonomous regions, cities separately designated in the state plan, municipalities and central cities;

*IPAs of national economic and technical development zones, hi-tech zones, free trade zones, and export processing zones; selected IPAs of provincial economic development zones and the local government at the city level.

*Large Chinese enterprises, financial institutions, relevant social organizations and research institutions; Intermediate agencies, specialized institutions, transnational corporations and institutional investors that are well-known internationally or influential in the field of FDI in China;

*Eminent experts, scholars and practitioners in investment promotion.

Secretariat

The Council shall be assisted by a secretariat that takes full responsibility for the day-to-day operations of the Council under the direction of the Board and its Standing Committee. The secretariat shall consist of an administrative office, a finance department, a membership department, a liaison and consulting department, an investment promotion department, an industry development department,an information and research department, a strategy execution office, and the like.
